Structured Manager Training Programme (2025/26)

In response to the Review Report of the Task Force on School-Based Management (SBM) Policy and to support serving and potential Incorporated Management Committee (IMC) supervisors and managers in understanding school operations, the Education Bureau (EDB) commissioned the Education University of Hong Kong (EdUHK) to provide the Structured Manager Training Programme (SMTP) for the 2025/26 school year. The programme consists of Foundation Programme (FP), Advanced Programme (AP), and School Supervisor Programme (SVP).

Foundation Programme
Brief
The FP is designed for those school managers with limited or no experience in education and school operations. By participating the FP, school managers will develop a better understanding of their roles and functions of the IMC. While the FP is specifically for IMCs, some content is also suitable for School Management Committees (SMC) Chairpersons and Members of government schools. The FP introduces the roles of IMC under the SBM framework and help participants build a foundational understanding of Hong Kong’s education system and school operations. Enrolling the FP of SMTP is eligible to meet EDB’s training requirements for school supervisors and managers.
Lesson dates Part 1: From 10 Oct 2025 to 15 Dec 2025 (all sessions fully enrolled)
Part 2: From 6 Jan 2026 to 21 Apr 2026 (fully enrolled – 6 Jan)

Medium of instruction Cantonese supplemented with English
Certificate arrangement For participants with 100% attendance in FP, a certificate of completion will be awarded; participants who only attend one FP training session will receive an electronic proof of attendance.

Advanced Programme
Brief
The AP is specifically designed for serving or potential IMC managers who have prior experience in education and school operations, or those who have completed the FP. By participating in the AP, IMC managers will deepen their understanding of school governance, enhance their capacity to address complex legal and operational challenges, and strengthen their leadership in resource and policy management. While the AP is specifically for IMCs, some content is also suitable for
School Management Committees (SMC) Chairpersons and Members of government schools. Enrolling in the AP of the SMTP is eligible to meet EDB’s training requirements for school supervisors and managers.
Lesson dates Part 1: 23 Oct 2025 and 11 Dec 2025 (enrolment closed – 23 Oct)
Part 2: 13 Jan 2026 and 31 Mar 2026

School Supervisor Programme
Brief
The SVP is designed specifically for serving and potential school supervisors. The programme aims at enhancing supervisors’ leadership and governance capabilities, with a focus on strategic planning, legal issues, risk management, and highly effective communication skills. By participating in the SVP, school supervisors will deepen their understanding of their core responsibilities and master practical skills to address challenges in school affairs. While the SVP is specifically for IMCs, some content is also suitable for School Management Committees (SMC) Chairpersons of government schools. Enrolling in the SVP of SMTP is eligible to meet EDB’s training requirements for school supervisors.

School Managers Mentorship Scheme
Brief
This scheme aims to support newly registered IMC managers in developing leadership capabilities and deepening their understanding of school-based management (SBM). Each participant will be paired with an experienced principal serving as a mentor. Through one-on-one guidance and case-based discussions, the scheme helps participants strengthen their governance skills and capacity for reflective practice. A networking event will also be arranged to foster collaboration and knowledge exchange among mentors, school supervisors, sponsoring bodies, and managers.
Theme Empowering School Managers: Building Leadership through Mentorship and Collaboration
Target participants Newly registered IMC school managers (maximum 20 participants)
Key Activities
  • Each mentor-mentee pair will meet at least 3 times (face-to-face or online)
  • Real-life cases provided by mentees will be used for in-depth discussion
  • Mentees are encouraged to reflect on their learning and leadership journey
  • A networking event will be held mid-way through the scheme for broader stakeholder engagement
Duration From October 2025 to June 2026 (around 9 months)
The networking event will take place in the middle of the scheme
