The Core Programme under Enhanced Training for Promotion – Reflection and Practice of Professional Leadership is a designated programme in the Core Part of Hong Kong's enhanced training requirements for promotion, as set out by the Education Bureau. Commissioned by the Education Bureau and delivered by The Education University of Hong Kong, it is a requirement for teachers seeking substantive promotion to Senior Graduate Master/Mistress (SGM), Education Officer (EO) or Primary School Master/Mistress (PSM) posts in aided, caput and government schools. The 2026/27 school year offers four batches in total, and Batch 1 is now open for application.
Who It Is For
Reflection and Practice of Professional Leadership is for teachers in aided, caput and government schools who are being promoted to SGM, EO or PSM posts and must fulfil the Core Part of the enhanced training requirements to become eligible for substantive promotion. As these teachers step into middle management, the Programme helps them understand their new duties and take on greater leadership responsibility within their schools. Sessions are conducted mainly in mixed classes of primary and secondary teacher participants, with separate sessions arranged for primary and secondary participants upon the Education Bureau's request, and training materials adjusted accordingly.
What the Programme Covers
Reflection and Practice of Professional Leadership is structured around two components: one centred on self-reflection on personal leadership style, using a personality and behaviour assessment tool to help participants understand their own leadership approach and strategies; and one on effective team building, covering coaching, mentoring and communication skills that support team development. The Programme takes an activity-based, practical approach, using experiential learning methods such as case studies, role play and problem-solving exercises that are closely related to real school situations, helping participants apply what they learn directly within their own school context.
Batch 1 (2026/27)
This 6-hour programme is offered as six one-day sessions; applicants apply for one session via the Education Bureau's Training Calendar System (TCS).
