Programme Overview

The Professional Development Programme for Newly-appointed Principals is commissioned by the Education Bureau and delivered by The Education University of Hong Kong. It forms part of the mandatory two-year Professional Development Programme required of newly-appointed principals (NAPs) in government, aided, caput and Direct Subsidy Scheme (DSS) schools, helping them acquire the knowledge and skills essential to their new role. Structured around a leadership theme explored from global perspectives, the Programme is designed to strengthen NAPs' mastery of leadership skills, helping them become capable and visionary school leaders who can, in turn, contribute to raising leadership standards across the principalship.

Who It Was For

The Professional Development Programme for Newly-appointed Principals is for NAPs of government, aided, caput and DSS primary and secondary schools, including special schools, mainly in their first and second year of principalship, with a small number of NAPs in their third or fourth year joining part of the Programme through make-up class arrangements.

What the Programme Covered

The Professional Development Programme for Newly-appointed Principals runs through several interconnected components built around a common leadership theme. First-year NAPs take part in a structured course, with a school visit, on building high-quality teaching teams. Second-year NAPs take part in a leadership workshop, leadership forums featuring guest speakers from outside the education sector, a discussion forum on staff management with fellow educators, and visits to business and non-governmental organisations to see how leadership strategies apply beyond schools. The Programme concludes with an assignment and a debriefing session, giving NAPs the opportunity to reflect on and share the insights gained.
