Programme Overview
The Programme for Leadership Enhancement for Serving Vice-Principals is commissioned by the Education Bureau and delivered by The Education University of Hong Kong. Under Hong Kong's school-based management framework, the Programme recognises the important role vice-principals play in planning, coordinating and monitoring a school's operation and continuous development, and in leading its professional teaching staff. It is designed to broaden their perspectives of leadership beyond the school context, drawing on practices from other professions in Hong Kong and internationally, so that vice-principals can become more effective school leaders and, in turn, help raise the leadership standard of Hong Kong's teaching profession.
Who It Was For
The Programme for Leadership Enhancement for Serving Vice-Principals is for experienced vice-principals of government, aided, caput and Direct Subsidy Scheme schools, including both ordinary and special schools. As vice-principals already responsible for leading their school's teaching staff, participants are expected to actively engage in the Programme's activities, contributing, sharing and trying out ideas in exchange with fellow participants, and to draw on this shared experience to grow into more effective, future-ready leaders of the teaching profession.
What the Programme Covered
The Programme for Leadership Enhancement for Serving Vice-Principals is structured around two components that take participants from theory to practice. The first involves an attachment placement with a business organisation or non-governmental organisation, where participants observe the host's leadership and management practices firsthand, supported by structured courses on leadership topics such as strategic leadership and change management, and a reflective assignment linking what they observe to their own school context. The second component brings participants together to share their experiential learning through presentations on what they have learnt and how they plan to apply it in their own schools, culminating in a Learning Celebration session where participants pass on their experience and insights to vice-principals across the sector who did not take part.
