The programme is designed to strengthen the leadership capacity of experienced vice-principals in Hong Kong’s Government, Aided, Caput, and DSS schools. Commissioned by the Education Bureau and delivered by the Education University of Hong Kong, the programme bridges theory and practice through two key components. Participants are first attached to a business or NGO for 3–4 days, gaining first-hand insight into leadership in non-educational settings. Structured courses support reflection on leadership theories such as innovation, strategic leadership, and change management. In the second component, participants share their learning and application plans with peers through presentations and receive professional feedback. This innovative model encourages cross-sector perspectives, enhances leadership confidence, and supports the development of visionary and ethical leaders ready to drive school improvement. The programme concludes with a sector-wide open sharing session to disseminate impactful practices.
