
Commissioned by the Education Bureau, this programme supports effective school governance under the School-Based Management (SBM) framework. It comprises three tiers: the Foundation Programme for serving or prospective IMC (Incorporated Management Committee) managers with limited educational experience; the Advanced Programme for those with prior school governance experience; and the School Supervisor Programme for current or aspiring IMC school supervisors.
Across all tiers, participants build their understanding of education policy, school operations, resource management, legal frameworks, and participatory governance. The training emphasises collaboration, transparency, and compliance with the Education Ordinance, while also addressing emerging topics such as National Security Education and risk management.
Through lectures, case studies and interactive sessions, the programme equips managers and supervisors with the knowledge and skills necessary to lead effectively, make informed decisions, and support whole-school development. All training supports the professionalisation of school leadership and aligns with EDB’s latest policy recommendations.
